On behalf of our Clients The Commercial Bank Corporation of India and the East to whom a Charter was granted some time since and which is now authorised to carry on business having obtained the requisite Certificate from the Lords of the Treasury, we have to state that it is the wish and intention of the Bank to issue notes at Hong Kong and the object of the present application is that you will kindly cause instructions to be sent to the Governor of that Colony authorising him to receive the notes at the Colonial Treasury.
We believe that authorisation to this effect is requisite on account of a recent regulation of His Grace the late Duke of Newcastle to the effect that the notes of New Banks whether Chartered or otherwise, were not to be received at the Colonial Treasury until the Home Authorities had authorised the Governor to do so.
